Disclosure log

Every clearance the Disclosure Review Board has issued for this website, what revision it produced, and how much was withheld from it.

This page exists because a company that publishes a redaction policy and then does not publish its redactions has published nothing. Twenty-one clearances are listed. It does not say what the withheld material was, and it is not going to.

21Clearances issued for this site

Clearance register

Sortable and filterable. The revision figure is the public revision, not the internal one; internal revisions are not published and there is no timetable for publishing them.

How clearance works

The process, in five steps

1. A draft is submitted

Anybody in the organisation may submit material for public release. Most public material originates with the team that owns the subject rather than with a communications function, which is why the tone across this site varies more than it would if one person had written all of it.

2. Four reviews run in parallel

Scientific accuracy, regulatory compliance, biosecurity, and legal. Any one of the four can hold a document indefinitely and none of them has to persuade the others. A hold does not need to be justified to the author.

3. Redaction, not rewriting

Where material cannot be released the board removes it rather than paraphrasing it into something releasable. This is why cleared revisions sometimes read badly: the paragraph before a transition has gone and the transition was not rewritten to cover the gap.

4. The count is recorded

The number of withheld sections is recorded and published. The content is not, and neither is the reason. We are aware that a count without a reason is a limited form of transparency. It is more than a count of zero.

5. A revision number is issued

Public revisions of the same material differ. A statement present in revision 8 may have been withheld from revision 11, or the reverse. If you cite us, cite the revision.

What the board will not do

It will not clear material that describes containment security arrangements, identifies individual staff below officer level, describes an undisclosed programme, or characterises the August 2026 event beyond the published statement. These are standing exclusions and are not reviewed case by case.

Requests

Asking for withheld material

Requests go to disclosure@baxtra.pages.dev. Cite the reference and the revision. You will get an acknowledgement within five working days and a decision within twenty.

Most are refused. In the period covered by this log, thirty-one requests were received, four were granted in full, six were granted in part, and twenty-one were refused. Of the refusals, fourteen concerned biosecurity, four concerned individual identification, and three concerned the August event. We do not publish the requests or the identity of requesters.

A refusal is not appealable to anybody inside the company, because an internal appeal against an internal board is theatre. If you believe material is being withheld improperly, the substantive route is the relevant regulator, and we would rather you used it than wrote to us twice.

Please do not send patient-identifiable information to this address, and never in an unencrypted email.
